摘要
长期以来,我国职称评审实行的是政府人事职称部门主导的评聘结合模式,近年来随着评聘分开的模式适用逐渐增多,用人单位自主评聘的模式也在不断扩大试点,这三种模式各有利弊。改革的方向是三种模式并存,其前提是建立中介组织,并积极发挥政府在职称改革中的作用。
For a long time in China,a pattern in the practice of personnel and professional title departments as the leading part has existed.In recent years,the pattern to separate evaluation and appointment has been further into use and the pattern to evaluate and appoint by a unit itself has been spread.All the three patterns have their advantages and disadvantages.The coexistence of all the above-mentioned patterns is the reform trend,on the condition that an intermediary organization be established and the government role be actively put into play in the reform of professional title reform.
