德治思想的提出是以江泽民为核心的党的第三代领导集体在中国特色社会主义和社会主义市场经济的建设过程中的一次理论创新 ,具有非常重要的理论与现实意义。德治的核心是政治道德建设。我国政治道德建设应当从确立新型的政治道德价值观。

The thoughts of rule of virtue put forward by the core of the third leading collectives,Jiang Zemin,is a theory innovation in the process of the construction of socialismwith Chinese characteristic and socialist market economy.This is of great academic and realistic importance.This essay thinks the core of rule of virtue is political morality,and the implement of rule of virtue means we should emphasize the construction of political morality,which includes three aspects:establishment of newpolitical ethic values,development of political personality and construction of correlative constitutions.
