中国共青团在成立后相当长的历史时期里,由于革命、建设和改革的需要,以及历史条件的限制,团结、教育、组织、管理青年便成为共青团的首要职能和主要任务。正是在这样的条件下,教育青年成为了20世纪中国共青团显著的特征和突出的主题。在社会主义现代化建设日益依赖于人的发展、体现为人的发展的历史条件下,全面贯彻“三个代表”重要思想,更好地代表青年,服务青年,发展青年,就成为共青团的历史使命和光荣职责。在新世纪,共青团组织必须把竭诚服务青年作为全部工作的出发点和落脚点,构筑面向全体青年的服务体系。

Under special national and historical conditions,educating the youth was the main task and prominent feature of the Communist Youth League of China in the 20th century.Today,the development of people is playing an important role in the socialist modernization drive.In such circumstances,carrying out the important thought of the “Three Represents',representing the youth,serving the youth and developing the youth have become the historical mission and glorious duty of the Communist Youth League of China. In the new century,the League organization should regard “serving the youth heart and soul”as the starting point and end point in all its work,and establish the service system for the youth.
