摘要
总结分析了矿山关闭规划的国内外现状 ,并讨论了在中国开展闭矿规划的意义。矿山关闭问题是近年来严重影响我国经济发展和社会稳定的重大问题。在中国开展闭矿规划研究 ,具有重大的理论和现实意义 :闭矿规划是我国响应全球环境保护和贯彻《中国 2 1世纪议程》的具体表现 ;从根源上解决“四矿”问题 ,为矿区经济转型创造条件 ;闭矿规划是矿山关闭后处理工作的客观依据和重要保证 ;
The present international and home situations of mine closure planning are summarized and analyzed in this paper,whose significance in China is discussed.The problem of mine closure is a severe one that influences Chinese economical development and social stabilization.There are great theoretical and practical significances to study mine closure planning in China,which is the concrete representation for China to respond to global environmental protection and carry through Chinese 21 st Century Agenda,solving thoroughly Four Mine problems including mine industry,mine area,mine worker and mine city to create conditions for economical transformation of mine area,being objective gist and important guarantee to processing affairs after mine is closed,being the necessity to setting down the technical criteria of mine closure planning and lawmaking for Chinese progressive reforming.
