摘要
文章分析了我国高新技术产业持续发展的制约因素,并指出了其在体制和认识论上的根源并提出了相关的政策性建议。作者认为,我国高新产业布局过于分散,应集中力量在条件优越的地方发展有比较优势的领域;我国目前正面临一个发展成为世界上最大的传统制造业中心的历史性机遇。
Based on the fundamental viewpoint of materialism, the author analyzed the restrictive factors on the high and new technology industry of China, and pointed out its origin from system and epistemology, and some policy advices were brought up. The author believed that the arrangement of China's high_new_tech industry was too dispersed. We should gather up our force and develop them in rare cities with many advantages. Meanwhile, China is facing an opportunity to be the conventional industries center of the world. The author believed that our most critical task is to grasp it.
