区域水资源承载力增强措施浅议

Preliminary analysis on strengthening measures of regional water resources bearing capacity

区域水资源承载力一般是指:在一定社会经济历史发展阶段和相应的水资源开发利用条件下,某一区域可获得性(或可利用)水资源量在保障区域适宜生态环境前提下,能够维系的最大社会经济规模。从水资源合理配置、水资源承载力等概念的一般内涵及其相互关系上,阐述了水资源合理配置、用水效率提高、边际成本最小原则以及生态系统用水调控等措施对区域水资源承载力增强的影响作用;对节水、边际成本最小分析及流域水循环健全等相关概念作了必要的论述。提高水资源合理配置程度和提高水资源利用效率都是增强水资源承载力的有效方法。

The bearing capacity of water resources of a region means the available amount of water resources in some region that can be maintained on a large social and economic scale with a suitable ecologic environment as prerequisite in a certain phase of social, economic and historic development and under corresponding conditions of water resources development and utilization. This paper expounds the reasonable allocation of water resources, the improvement of water utilization efficiency, the principle of minimizing marginal cost and the adjustment and control of water to be used for ecologic systems and their effect on strengthening the bearing capacity of water resources in a region. The related concepts of water saving and perfect basin water circulation are also presented. Optimizing the water resources allocation and raising the efficiency of water resources utilization are the efficient methods for strengthening the bearing capacity of water resources.
