大中型水电工程移民管理体制现状及发展探讨

Discussion on status quo of resettlement management system of large and medium scale of hydropower projects

多年来,我国大中型水电工程征地移民没有一个统一的移民管理体制,全国各地、各行业根据本地区本部门的需要分别制定了许多移民管理体制。这些体制,有的对移民工作起到了较好的作用,同时,也给本来就复杂的移民管理工作造成了混乱,带来了不利影响。首先介绍了我国大中型水电工程征地移民的现状,分析了现行移民法规的局限性和时效性。从当前多样的移民管理体制入手,分析利弊,试图说明理顺管理体制、建立统一有效的移民管理体制的重要性和迫切性。同时,提出了新型的移民管理体制,目的是想以此推动我国大中型水电工程征地移民的立法进程,加快依法移民的步伐。

For years, there is no unitary resettlement management system for large and medium hydropower projects in China, in the light of their own requirement, various departments and regions established various kind of resettlement management systems. Some of these systems played valuable role in resettlement work, but in the meantime, brought about confusion and produced unfavorable influence for inherently-complicated resettlement management work. This paper introduces the status quo of land-requisitioned resettlement of large and medium hydropower projects in China and analyzes the limitations and time-effectiveness, in the light of various current resettlement management systems and their advantages and disadvantages, trying to demonstrate the importance and urgency of putting management system in order and establishing unitary and effective resettlement management system. In the meantime, new resettlement management system is suggested in order to promote legislation course and speede up legal resettlement progress.
