论国有资产管理的目标定位与体制改革

On the Target Orientation of the State-owned Assets Management and Institutional Reform

以提高国有资产的总体效率为目的的国有资产管理体制改革,必须建立在对国有资产目标准确定位的基础上。本文分析了学术界对现有理论的不同观点,提出国有资产管理的目标是提升社会资源配置整体效率的观点,并据此探讨国有资产管理的体制框架和推进思路。

The reform of the state-owned assets management system which aimed at enhancing the general efficiency of the state-owned assets must be based on the correct orientation of the state-owned assets target. This article analyzes the different points of view over the present theory in the academic field and puts forward the point of view that the target of the state-owned assets management is to upgrade the general efficiency of the social resources distribution, and then, based on this, this article explores the systematic framework and developing ideas of the state-owned assets management.
