About the Administrative License

随着自由市场经济的深入发展 ,公共选择的失灵以及市场配置资源的缺陷使得政府行权成为必要 ,进入社会法治国时代 ,国家任务从单纯的”守夜人”职责转变为提供人民以满足其生活所必需的服务和指导行为 ,并承担起社会繁荣的重任 ,在这个过程中行政许可在保障市场活力的同时 ,满足了政府实行必要管制和调控的要求。但是行政许可同样面临着如何适应和调整市场经济与社会公共利益之实现的重要课题。

During the deep developing of the free market economy, the failure of the public choice and the immanent limitation of the market makes government's administration became more necessary than ever. Also, offering excellent service and the guidance that the public is indispensable to need becomes the first errand of the government at the time of the rules of law. As a result, administrative license needs to fit for the asking of the government's revolution and meet the demand of the free market.
