排污权交易的条件、功能与存在的问题探析

排污权交易不但在美国等西方发达国家已由概念变为现实,而且在全球范围引起了高度的重视。我国从1996年开始把具有环境和经济双重现实意义的排污权交易机制提上了议事日程,并在辽宁本溪和江苏南通等地进行了排污权交易的试点工作。本文根据排污权交易的理论和国内外排污权交易的实践,分析了排污权交易的条件、功能与存在的问题,对这些方面的探讨,不但在理论上可以让我们对排污权交易有更为具体的理解和认识,而且在实践上有助于我们自觉而理性地对待排污权交易,以便随着我国环境管理工作的不断深入,总量控制目标的进一步细化和落实,发展经济和保护环境这两个齿轮在转动时,排污权交易将成为高质量的润滑剂。

The tradable emission permits (TEP) not only became reality from conception in American and western countries, but also aroused great attention around world. From 1996, our country started to put in practice TEP mechanism, which with significant environ-mental and economical benefit, and practiced TEP in Bengjd, Nantong and Sangdong, Shangxi, Shanghai, ect. In this paper, we in term of the theory and practice of TEP, study the conditions, function and problems of TEP. In which, we could get profound under-standing and conducive treatment reasoningly about theory and practice of TEP, so that we could build institution frame of TEP based on our situation.
