中国航空航天器制造业国际竞争力评价

Evaluation on the international competitiveness of Chinese aerospace & aviation industry

中国航空航天器制造业是战略高技术产业。本文采用作者提出的评价指标体系,从竞争实力、竞争潜力和竞争环境等方面分析了中国航空航天器制造业的国际竞争力,从提高国际竞争力实际出发,提出当前急需解决的3个重大问题:(1)组建国家航空航天战略委员会,加强中央政府对航空航天事业的集中统一领导;(2)制定国家航空航天总体发展战略和相应的产业技术政策,加大国家宏观政策调控力度;(3)组建航空航天研究院,构建高效、精干的航空航天科研体系,面向国家战略需求和市场需求,制定明确的国际科技合作战略,积极用好国内外人才。

Chinese aerospace and aviation industiy is one of the strategic hi - tech industries. This paper analyzes the international com-petitiveness of Chinese aerospace and aviation industry from three aspects including real competitiveness, potential competitiveness and competitive environment, by adopting the evaluation indicators that author has developed. From the point of view to strengthen intemational competitiveness, this paper points out three issues to be solved urgently, namely: (1) to establish national committee for aero -space strategy so as to strengthen centralized, Consolidated leadership of aerospace and aviation undertaking; (2) to make national gener-al strategy for aerospace and aviation industry development and related industrial technology policies so as to strengthen the power of mac-ro - policies in developing Chinese aerospace and aviation industry; (3) to restructure national research institute of aerospace and aviation and formulate national strategy for international science & technology cooperation so as to meet the demands of national development strategy and both domestic & oversea markets, by actively making full use of all kinds of talents, no matter trained in China or oversea.
