摘要 本文从科技活动的溢出效应出发,分析政府科技支持政策的合理性。从社会收益与成本角度评估科技资助政策的实施效果。进一步对两种主要的政策工具——R&D资助和R&D税收优惠政策的比较分析,最后对我国制订科技政策提出建议。 The paper analyzes the rational of science and technology support policy based on effect of R&D spillover. The science and technology support policy is evaluated from the view of the social return to R&D investment. The paper studies the two instrumentals, government subsidy to R&D and R&D tax credit. Implications is given for China's govemment to make science and technology policy.
