From the angle of the need of government for information, it is thought that the information communication of the government with the public is the key factor in the process of the transformation from a all-purpose government to an efficient government. The administration publicity is the official system arrangement to solve effectively the public information communication problem. In order to realize the administration publicity, the modern administration concepts must be set up, the construction of the systems related to the administration publicity must be strengthened and the advanced network technique must be used to achieve the electronic government.
