黄土高原水土保持世界银行贷款项目的建设与管理经验

Experience of Construction and Management on Loess Plateau Watershed Rehabilitation Project of Soil and Water Conservation by the World Bank Loan

黄土高原水土保持(一期)世界银行贷款项目,是我国利用世界银行贷款进行黄土高原水土流失综合治理的大型水土保持生态环境建设项目。通过8年的建设,项目建设取得了很大的成功。在项目前期工作、组织管理体系建设、计划和财务管理、农民的参与、项目监测评价、支持服务体系建设以及科研推广和人员培训等许多方面,取得了可资借鉴和学习的经验。

Loess plateau watershed rehabilitation project implemented from 1994 (project I ) has been carried out by the Chinese government in a large scale for comprehensive development and treatment in soil and water conservation on loess plateau by the World Bank loan. In the past eight years, the project had produced great achievement. A lot of experiences , such as previous works of project, management system building, management of plan and finance, farmers' participation, supervision of project, broadcasting of science and study, training to folk, is obtained for reference and study.
