试图从腐败动机、腐败土壤、腐败风险三个环节对中国腐败现象屡禁不止的原因进行论述。第一环节包括心理不平衡、失去社会主义信念等方面。第二环节包括腐败的根源、产生腐败的制度的原因、双轨制的存在等方面。第三环节包括打击不力、腐败者的地位特殊性等内容。并提出四点反腐的对策 ,使国家工作人员不必贪、不想贪、不能贪。

This article try to find out the reason of the reckless corruption phenomenon from the motive,the soil,the risk for corruption,three links.Four measures can be adopted to do deal with corruption.These meadures can make civil servants unnecessary,unwilling,unable,afraid to corrupte.
