城乡差距的扩大 ,会使农业效益持续走低、农民收入增长减缓、农村发展落后的“三农”问题加剧。当前我国城乡差距扩大是计划经济时代制定和执行的城市偏向的国民收入分配政策和城乡分割的二元结构管理体制仍在起作用 ,以及我国城市化发展滞后所造成的后果。必须采取相应对策和有力措施 ,扼制城乡差距扩大趋势 ,协调城乡发展 ,推动城乡一体化改革 ,促进“三农”

The enlarging of distance between urban and country makes the question of“San Nong”which includes continuous slowing of agriculture benefit、the slowing of the farmer’income and the slowing of the country developing more important.It’s resulted from our city-leaning national-income-distributing policy which was made in the planned economy time、the dualistic-structure manage system about the urban-country partition and the lagging of our urban developing.We must take the right strategy to cut down the enlarging leaning of distance between urban and country,and harmonize the developing of urban and country.Through these to promote the reformation of the unification of urban-country and the settling of the“San Nong”question.
