中国参与南极治理的国际合作战略研究

China’s Engagement Strategy in the Antarctic Governance

中国是不具有地缘和历史优势的南极事务的晚来者,国际合作是其参与南极治理的重要途径。积极参与南极国际合作有助于实现利益关切,体现新兴大国的责任;回应国际社会的质疑,创造有利的国际舆论;扩大中国南极'软存在',提高话语权。深度构建南极利益共同体,打造亚洲南极事务合作机制和优先考虑参与南极科学研究的合作等途径是进一步提升拓展中国南极国际合作的有效路径选择。

While as a newcomer,China has no geographical and historical advantages in its engagement in the Antarctic affairs,international cooperation is an important way of China’s engagement in the Antarctic governance.Active involvement in the Antarctic international cooperation would help achieve national Antarctic interests,demonstrate an emerging power’s responsibilities;and would strongly respond to questions raised by the international community,create a favorable international environment;would improve China’s Antarctic soft presence,and discourse power as well.The approaches to construct in-depth Antarctic interests’ community,Asian Antarctic affairs cooperation mechanism and to give priority to participation in cooperation in the new issues would be the effective ways to further promote and improve China’s Antarctic international cooperation.
