摘要 为了合理确定新农村小水电建成后的生态效益评价指标权重,从而对小水电带来的生态效益进行系统科学评价,应用基于单位化约束条件的综合集成赋权法对其进行指标权重确定计算,并将该理论方法应用于承德县小水电生态效益评价中。应用表明,小水电给新农村带来良好的生态效益,老牛河生态环境效益最优,其次是柳河,最后是滦河。基于单位化约束条件的综合集成赋权法与传统单一的主客观权重法相比,能够兼顾主客观因素的影响,其评价结果更加准确合理,且理论科学、计算过程简便,有较好的实际应用价值与推广前景。 In order to determine evaluation index weights of ecological benefits after completion of small hydropower,and obtain scientific evaluation on ecological benefits of it,using comprehensive weight combination method based on unit constraints to determine index weight calculation,which was applied to Chengde small hydropower ecology benefit evaluation.Application shows that,small hydropower brings great ecological benefits to new rural;laoniu river is the best,then is liu river,and luan river is the last.At the same time,compared with traditional single subjective and objective weight method,comprehensive weight combination method based on unit constraints can consider both subjective and objective factors,and result is more reasonable,with scientific theory and simple calculation process,which has good promotion prospects.
