我国电子政务立法问题探究

China's e-government legislative issues

当今信息化的发展促生了一种新型的行政管理方式,即电子政务,其高效性、公开性、及时性等特点促使政务工作有了突破性进展。然而在电子政务运作过程中由于缺乏法律的规制,出现了很多问题,如电子信息安全、公民隐私保护、电子行政行为监管等,因此,为了促进电子政务的发展,需要完善对电子政务的立法,构建完整的电子政务法律体系。

The development of today’s informatization promotes a new way of administration,that is e-government.Its efficiency,openness,timeliness and other features make governments’ work get a breakthrough.But the lack of laws in the process of e-government operation causes many problems,such as, electronic information security,citizens’ privacy,electronic administrative action supervision.So in order to promote e-government’s development,it needs to improve legislation on e-government and build a complete legal system of e-government.
