当前我国社会发展,高校为载体的科技创新工作逐渐成为国家科技创新与社会发展的重要动力。2000年以来,高校科技创新工作在国家政策制度保障下取得了长足进步,但是在专业、成果转化以及地域三个方面产生了结构性的差异,并形成了高校科技创新工作发展的瓶颈。对此,通过组织运行机制、长效发展机制与绩效评价机制的进一步改进,将有助于高校科技创新工作瓶颈的突破。

Current development of our society, colleges and universities as the carrier of the science and technology innovation has become an important power in national scientific and technological innovation and social development. Since 2000, the innovation of science and technology in universities has made considerable progress in the national policy under the protection of the legal system, but the structural differences in three aspects of specialty, achievements and region, and has formed the bottleneck of the development of science and technology innovation in Colleges and universities. Therefore, to further improve the organization and operation mechanism, long-term development mechanism and performance evaluation mechanism, will help to break through the bottleneck of innovation of science and technology in Colleges and universities.
