摘要
项目法人责任制是我国建设领域针对经营性项目的一项建设管理制度,在小型公益性水利工程的实施过程中出现了诸多问题。总结了现行小型水利工程项目法人责任制实施模式;并对实施现状进行了分析;提出了临时专业化项目法人的概念和项目法人管理的运行体系;提出了对小型水利工程项目法人实行年薪制,将职位消费纳入其薪酬管理体系。克服了以往项目法人责任制的缺陷,在一定程度上遏制职位腐败现象的发生。
The project legal person responsibility system is China’s construction field for operating the project to a building management system, in the implementation process of small public water conservancy project in the emergence of a number of issues. Summarizes the mode of implementation of legal person responsibility system existing small-scale water conservancy project; and the status of the implementation of the proposed analysis; operation system of corporate management concept and project temporary professional project corporation; corporation is put forward for small water conservancy project to implement the annual salary system, the position consumption into the salary management system. To overcome the defects of the project legal person responsibility system of the previous position, contain corruption in some extent.
