摘要
广东电网公司招标项目开标模式采用现场人工开标模式,受到开标室地理位置、数量限制,监察人员、全国各地供应商必须按时到达开标室现场,付出大量差旅和时间成本,造成了电网公司、社会资源的巨大浪费。根据法律法规及现有互联网技术,本文提出了在互联网上进行"在线开标"的技术解决方案。
