新医改下我国公共卫生财政投入问题研究

Research on the Fiscal Expenditure of Chinese Public Health Finance under New Medical Reform

通过对我国公共卫生服务供给过程中财政投入的现状的研究发现新医改下我国窄口径下公共卫生投入数量较少,财政资金分配较集中,业务收入仍然是公共卫生机构的主要来源;广义公共卫生财政投入与新医改要求还存在一定的差距。建议从政府管理层面加大筹资力度,强化各级政府投资责任,调整卫生投入结构,建立区域联盟完善基层财务管理制度,探索资金分流和多方合作供给公共卫生服务机制,优化资源配置和提高资金的投入和使用效率,为实现公共卫生均等化目标提供基础保障。

Based on the analysis on the recent status of financing input in the providing process of public health services in Chi-na, it was discovered that the input on public health of China's narrow diameter under new medical reform was not much, the allo-cation of financial fund was centralized, business income was still the main resource of public health institutions; in a broad sense,public health financial input still had a certain gap with the requirement of medical reform. It is suggested that the government man-agement level should strength the financing, enhance the investment responsibility of different government levels, adjust health in-vestment construction, establish area union so as to perfect basic financing management system, explore fund distribution and publichealth service mechanism provided by the cooperation of different providers, optimize resource allocation and promote input and us-age of the fund, so as to provide basic security for the equalization goal of public health.
