Comparative Analysis on Non-essential Drugs Bidding and Quality Assessment for 6 Provinces and Cities

目的:研究各省市非基药招标方案的特点,分析药品质量评审环节存在的问题并提供参考意见,为其他省市开展新一轮非基药招标提供借鉴。方法:收集并比较全国各省市2013年发布的非基药招标项目。结果:各省市对非基药招标模式均进行了积极探索与创新,质量评审环节基本能体现"质量优先,价格合理"的采购原则,注重药品质量与价格的综合效果。结论:各省市质量层次的划分及经济技术标体系的设置仍有待进一步探索与完善。

Objective:Through analyzing non-essential drugs bidding in different provinces and cities, the existing questions con-cerning drug quality assessment procedures among the biddings were analyzed and the advices were proposed so as to provide referenc-es for launching a new round of non-essential drugs bidding.Methods:The non-essential drugs bidding launched in 2013 nationwidewere collected and compared.Results:The non-essential drugs bidding in different provinces and cities were effectively explored andinnovated. The process of quality assessment could basically embody the bidding principle of 'quality priority, reasonable price'.The comprehensive effectiveness of medicine quality and prices should be concerned.Conclusion:The division of quality levels andthe setup of economic and technical standard system still needed further exploration and complement.
