Study on the Classification of Health Services

体现卫生服务的公益性和促进市场竞争是新医改的两个方向。公共产品和准公共产品成为卫生政策研究的重点。但是,对卫生服务的分类方法和划分标准,理论界至今还没有形成共识。文章从产品的竞争性和排他性来划分卫生服务中各类产品的界限,从而为政府保障公共投入和引导社会资本的政策制定提供参考。

The commonweal embodied health service and the promotion for market competition were the two directions for new medical reform. Public products and quasi-public products become the focus of health policy research. However, the scholars have not yet formed a consensus for the classification methods and criteria of health services. From the perspective of competitiveness and exclusiveness, it could define the boundaries between types of health services so as to provide the policy designing references for the government guarantee public input and leading social capital.
