摘要
目的:分析医改后,我国基层医疗机构卫生技术人员配置的变化趋势及存在的问题,为政府优化卫生资源配置政策提供理论基础。方法:采用非抽样调查的全面定期统计报表调查方式,对基层医疗机构卫生技术人员按地理面积分布的变化趋势进行统计描述分析。结果:2009—2012年,基层医疗机构卫生技术人员按地理面积分布整体涨幅2.22%,东、西部地区涨幅分别为7.87%和9.09%,西部地区绝对值显著低于其他地区。社区卫生服务机构涨幅44.38%,乡镇卫生院降幅25.81%,执业医师涨幅12.90%,注册护士涨幅28.30%。结论:基层医疗机构卫生技术人员整体配置呈上升趋势,但城乡差距拉大,各地区配置水平差异显著,政府应加强农村及西部地区基层医疗机构卫生技术人员的配置,加强护理人员队伍建设。
Objective:To analyze the variation trend and existing problems in medical personnel allocation in China grass-root medical organizations after medical reform, so as to provide the government theoretical basis for optimizing health resource allocation policy.Methods:The variation trends of medical personnel statistically made descriptive?analysis on grass-root medical organizationby regions applying the survey of regular overall statistics forms.Results:From 2009 to 2012, the rising amount of medical personnel in grass-root medical organization by region was 2.22%, those of eastern and western regions were 7.87% and 9.09%. The absolute value in western region was significantly lower than other regions. The rising amounts of community health service institutions, township hospitals, medical practitioners and registered nurses were 44.38%, 25.81%, 12.90% and 28.30%.Conclusion:The overall variation trend of medical personnel allocation in grass-root medical organization was on the rise, however, the gap between urban and rural areas was widening and the differences of regional allocation was significant. The government should strengthen the allocation of medical personnel in grass-root medical organizations especially in rural areas and western region and enhance the construction of nursing staff team.
