Analysis on the Expenditure Accounting of Prevention Service Item Fees for Non-communicable Chronic Diseases in Xinjiang Production and Construction Corps

目的:核算2011年新疆生产建设兵团慢性非传染性疾病预防服务费用。方法:以卫生费用核算体系SHA 2011为基础。从服务功能、筹资来源、机构流向维度核算新疆生产建设兵团慢性非传染性疾病预防服务费用。结果:2011年新疆生产建设兵团慢性非传染性疾病预防服务费用为4 828.51万元,是当年新疆生产建设兵团公共卫生总费用的38.93%。从筹资来源看,中央政府为筹资主体,占97.60%。从服务提供机构的角度分析,主要流向基层医疗卫生机构,占87.25%。从服务功能分析,主要用于流行病学监测和疾病风险控制项目,占新疆生产建设兵团慢性非传染性疾病预防服务费用的36.53%。就具体的服务项目而言,集中在慢性非传染性疾病患者管理和65岁以上老年人健康管理。结论:2011年新疆生产建设兵团慢性非传染性疾病预防服务费用主要来自中央政府,筹资来源较狭窄。基层医疗卫生机构是新疆生产建设兵团慢性非传染性疾病预防服务的提供主体,但基层人才队伍薄弱。

Objective:To account the prevention service expenditure on non-communicable chronic disease(NCDs) for XinjiangProduction and Construction Corps in 2011.Methods:Based on health expenditrue accounting system SHA 2011, accounting the pre-vention expenditure on NCDs for Xinjiang Production and Construction Corps by service function, sources of financing and institutionflow dimension.Results:The prevention service expenditure on NCDs was 48.28 million yuan in Xinjiang Production and Construc-tion Corps in 2011. Considering the sources of financing, the prevention expenditure for NCDs in Corps were mostly conducted by thecentral government, which accounted for 97.60%. Looking at flows of service providing institutions, expenditures of NCDs mainly flewto the primary medical institutions, which accounted for 87.25%. For service function analysis, the expenditure mostly focused on theepidemiology supervision disease risk control project, which accounted 36.53%. For specific service project, it centered on the healthmanagement of patients with non-communicable chronic diseases and the elderly over 65 years.Conclusion:The prevention expendi-ture for NCDs in Corps was mainly provided by the central government, the financing resource was relatively narrow. Primary medicalinstitutions were the main body of NCDs prevention service provider in Xinjiang Production and Construction Corps, but the primarytechnical group was weak.
