京津冀医疗卫生服务均等化量化研究:基于AHP方法的分析

Research on the Equalization of Medical and Health Services in Beijing-Tianjin-Hebei Region:Analysis Based on AHP Method

目的:对京津冀基本医疗卫生服务均等化现状进行量化考察,尽快实现京津冀医疗卫生服务协同发展。方法:采用AHP层次分析法选取13个子指标,从综合能力、公共卫生服务提供能力、基本医疗提供能力、财政投入能力四个纬度量化京津冀医疗卫生服务均等化现状。结果:京、津、冀基本医疗卫生服务综合竞争力为0.711、0.457、0.426,由高到低排序依次为北京、天津、河北,京津冀基本医疗卫生服务均等化综合能力和地区的GDP呈相关关系等。结论:加强顶层设计、加快建立基本医疗卫生服务的横向转移支付制度、构建均等化的公共卫生经费投入保障机制等。

Objective:To achieve the coordinated development of the medical and health services in Beijing-Tianjin-Hebei Re-gion,quantitative study of Beijing-Tianjin-Hebei equalization of basic medical and health services status was conducted.Methods:Adopting analytic hierarchy process(AHP) method to select 13 sub-index to quantity the medical and health services equalization of Beijing-Tianjin-Hebei Region from the comprehensive ability,public health service supply ability,primary medical support skills andfinancial investment ability.Results:The comprehensive competitiveness of the primary medical and health services in Beijing,Tian-jin and Hebei(from high to low) was 0.711,0.457 and 0.426; there was a correlation between the comprehensive abilities of Bei-jing-Tianjin-Hebei equalization of primary medical and health services and regional GDP.Conclusion:The government shouldstrengthen the top-level design,accelerate to establish the horizontal transfer payment system,build the equalization of public healthexpenditure insurance mechanism,and so on.
