医疗服务价格改革对县级公立医院经济运行影响的实证分析

Empirical Analysis on the Influences of Medical Service Price Reform in the Economy Operation County-level Hospitals

目的:分析江苏省县级公立医院医药价格改革对试点医院的经济运行情况带来的影响。方法:对试点医院医疗服务价格调整的具体情况以及改革前后的医疗服务量、收支情况、药占比和医保基金支出情况等进行分析。结果:医疗服务量、医疗收入等平稳增长;医疗收入结构发生变化;医保支付比例有所上升。结论:改革取得了预期的成效,但建议应更加完善补偿机制、优化内部管理、进一步控制药品价格、推进医保政策改革,促进县级公立医院改革良性发展。

Objective:To analyze the influences of medicine price reform of Jiangsu County-level public hospitals on the economicoperation status of pilot hospitals.Methods:The specific situation of medical service price adjustment in pilot hospitals,the medicalservice quantity,revenue status,medicine proportion and expenditure status of medical insurance fund before and after the reform wereanalyzed.Results:Medical service quantity and medical income grew steadily; medical income structure changed; the payment ratio ofmedical insurance increased.Conclusion:The reform received the desired effect. It was suggested to implement compensation mecha-nism,optimize inner control,further control medicine price,implement medical insurance policy reform and promote the benign devel-opment of county-level public hospital reform.
