The Application of Public-Private-Partnership in the Field of Health: Analysis of Recommendation Projects Introduced by National Development and Reform Commission

目的:探索政府和社会资本合作在健康领域的应用状况,并提出推进社会资本应用于公共服务领域的政策建议。方法:采用文本分析和描述性统计对发改委公布的124项健康领域的推介项目进行编码与分析。结果:健康领域成为地方政府公共服务领域政府和社会合作项目的优先选择,医疗保健类项目在中国东、中、西部都多于养老类项目,特许经营是当前合作项目中政府主要的参与方式,BOT和BOO成为政府和社会资本合作的主要模式。结论:深化顶层设计、厘清政府责任、强化效果跟踪是下一步工作重点。

Objective:To explore the application status of public-private-partnership in the field of health and propose policy suggestions of applying social capital in public service field.Methods:Based on 124 recommendation projects published by the National Development and Reform Commission,content analysis and descriptive statistical methods were used to perform coding and analysis.Results:Health became an important field of public-private-partnership;There were more medical and rehabilitation recommendation projects than endowment projects in eastern,central and western China;franchising was currently the main mode in which local governments participated;BOT and BOO became main public-private-partnership modes.Conclusion:It was necessary to deepen the top-level design,clarify the responsibility of governments and strengthen performance tracking.
