SWOT Analysis and Strategies on Social Capital Investing in Medical Institutions under the Background of New Medical Reform in China

目的:综合分析社会资本办医内外部环境影响因素,为社会资本举办医疗机构提出发展策略和建议。方法:通过调研和SWOT矩阵分析,对社会资本办医的内部优势和劣势、外部机会和威胁展开系统分析和研究。结果:新医改背景下,社会资本办医具备管理体制先进、服务理念到位、医疗市场需求大、国家政策支持等优势和机会,同时也存在诚信危机、发展空间小、办医成本高、人才匮乏、技术薄弱等劣势和威胁。结论:基于SWOT分析,社会资本办医抓住机遇、发挥优势、克服不足、回避威胁对策如下:落实配套措施,营造公开公平的竞争空间;准确定位,与公立医院错位竞争;完善自身发展,提高公信力;重视人才建设,提升技术水平。

Objective:To put forward the development strategies and the suggestions on social capital investing medical institutions,by comprehensively analyzing the internal and external environmental factors.Methods:Through the literature research and the SWOT matrix,it systematically analyzed and researched on internal strengths and weaknesses and external opportunities and threats.Results:Under the background of new medical reform,social capital investing medical institutions had the advantages and opportunities such as advanced management system,high quality service concept,huge medical market demand and support of national policy.Meanwhile,there were some weaknesses and threats,for example,good faith crisis,the small development space,high costs on healthcare,lack of human resources and weak technology.Conclusion:Based on SWOT analysis,the strategies of social capital investing in medical institutions to seize opportunities,exploit the advantages,overcome the disadvantages and avoid the threaten strategies were known as the following:implementing the supporting measures to create an open and fair competition space;correct positioning to compete with the public hospitals;promoting self development to enhance the credibility;enhancing the technical level and strengthening technical personnel training.
