境外药品价格监测模式及对我国的启示

Analysis on the Drug Price Monitoring Mode Overseas and the Enlightenment for China

目的:为我国药品价格监测机制的建立与完善提供参考。方法:通过文献研究和政策分析对境外药品价格监测模式进行总结和概括。结果:境外的药品价格监测模式主要包括5种模式:基于居民消费价格指数、基于价差法、基于国际价格、基于市场份额和基于医保支付价的监测模式。结论:建议综合借鉴境外经验,分类完善我国药品价格监测机制,同时明确启动价格调查的标准等。

Objective:To provide references for the establishment and implementation of drug price monitoring mechanism in China.Methods:The Drug Price Monitoring Modes(DPMM) overseas were reviewed by literature review and policy analysis.Results:DPMMs overseas included five modes:CPI-based DPMM,price gap-based DPMM,international prices-based DPMM,market share-based DPMM and Medicare payment price-based DPMM.Conclusion:It was suggested to learn from foreign DPMMs comprehensively and the drug price should be monitored according to drug classification in China.Additionally,it needed to clear the standard of launching price surveys.
