从国际经验视角看我国谈判机制形成药品价格

Investigation on the Drug Price Formed by Negotiation Mechanism from the View of International Experience Perspective

目的:寻求降低我国谈判机制形成专利和独家药品价格的有效途径和方法。方法:查阅大量外文文献,借鉴发达国家谈判机制形成药品价格的成功经验和做法。结果:美国价格谈判以市场机制为主导,但缺乏严格的政府管理;欧洲国家价格谈判强调政府严格管理和市场机制的利用,其结果是美国药品价格更高。结论:我国2015年药品价格改革方案中,专利和独家生产药品由谈判机制形成价格,我国药品价格谈判应把政府严格管理和市场主导有机结合起来。

Objective:To search for effective path and method of decreasing drug price formed by China negotiation mechanism.Methods:A great amount of foreign literature was referred to provide references of successful experience and method of negotiation mechanism formed drug price in developed countries.Results:The market mechanism played key roles while there was no restrict government regulation in US medicine price negotiation.The medicine price negotiations of EU focused on restrict government regulation and the market mechanism.As a result,American's medicine price was higher than that in EU.Conclusion:The patent or exclusive medicine prices were determined by negotiation mechanism in China' s medicine price reform program in 2015.It needed to combine the restrict government regulation with the key roles of market mechanism in medicine price negotiations.
