Summary on Experience on Integrating Urban and Rural Resident Medical Insurance in Inner Mongolia

目的:调查并分析内蒙古城乡居民医保整合情况,提出完善城乡居民医保整合建议,为相关部门的决策提供参考。方法:通过现场调查收集相关资料,对内蒙古城乡居民医保整合情况进行综合分析。结果:整合后筹资水平、保障水平显著提高,经办服务效能明显提升。但存在着基金运行风险、经办力量不足、信息化建设滞后及监管不到位等问题。结论:需防范医保基金风险、增强经办力量、加强信息化建设及监管等,完善整合后的居民医保。

Objective: To investigate and analyze the current situation on the integration of urban and rural resident medical insurance, in order to provide suggestions and evidence for policy makers to improve the integration. Methods: Data were collected by field investigation to conduct the comprehensive analysis on the integration of urban and rural resident medical insurance in Inner Mongolia. Results: Financing level, security level and service efficiency were increased remarkably. However, the problems of operational risk of funding, inadequate management capacity, undeveloped information system and insufficient supervision still existed.Conclusion: There was a need to prevent the risk of medical insurance funds, improve the management capacity, develop information construction, and finally to improve the resident medical insurance after the integration.
