我国不同类型血站经济运行状况比较及影响因素研究

Research on Comparison and Influencing Factors of Economic Operation Status of Different Types of Blood Stations in China

目的:对我国不同类型血站的经济运行状况进行问卷调查研究和深度访谈,分析血站经济运行现状,为保障不同类型血站合理运行提供参考。方法:于2018年8月采用普查的方法对全国32家血液中心、321家中心血站的经济运行状况进行问卷调查,并选取山东省6地市的中心血站进行深度访谈。结果:被调查的不同类型血站中,公益二类血站在平均总收入、平均事业收入、平均血费收入、平均事业支出上高于公益一类血站,差异均有统计学意义(P<0.05);Logistic回归显示,影响不同类型血站财政情况的主要因素是财政拨款方式(P<0.01)。结论:以分类推进事业单位改革为导向,建立血站一类保障、二类管理的运行机制,激活血站的内生动力。

Objective: To do questionnaire research and in-depth interviews on the economic operation status of different types of blood stations in China, and to analyze the current status of blood station economic operation, in order to provide reference for ensuring the reasonable operation of different types of blood stations. Methods: In August 2018, the census method was used to conduct a questionnaire survey on the economic operation status of 32 blood centers and 321 central blood stations in China, and the central blood stations in 6 cities of Shandong Province were selected for in-depth interviews. Results: Between the different types of blood stations investigated, the average total income, average business income, average blood fee income and average career expenditure of public welfare of second class blood stations were higher than those of public welfare blood stations, and the differences were statistically significant(P<0.05). The logistic regression showed that the financial situation of different types of blood stations was affected by the financial allocation method(P<0.01). Conclusion: Guided by the classifying and promoting of the reform of public institutions, the operation mechanism of the first-class guarantee and the second-class management of blood stations will be established to activate the endogenous power of the blood station.
