Development of human resources for the elderly:The enlightenment from Japan’s practice

摘要 我国人口形势已经发生了根本性变化,到2020年将呈现人口老龄化的最大峰值。人口预期寿命延长、生育率持续降低和老龄化不断加深,引致劳动年龄人口总量持续下降。老年人力资源的开发利用,可以为发展经济积累资本,缓解人才供需矛盾,实现老有所为,是新时代积极老龄化的一个重要举措。借鉴日本老年人力资源开发实践中的经验,可以进一步促进我国老年人再就业、老有所学、充分发挥长年积累的经验,为社会经济发展建功立业。 China’s population situation has changed fundamentally,which will show the largest peak of aging by 2010.On the one hand,the life expectancy of the population increases with the improvement of health level;on the other hand,the working age population begins to decrease.The development and utilization of human resources for the elderly can accumulate capital for the development of economy,alleviate the contradiction between supply and demand of talents,and it can also make the elderly accomplish something.It is an important measure for the active aging in the new era.Learning from Japan’s experience in the development of the elderly human resources will further promote the re-employment of the elderly,which provides the opportunities of study for the elderly and have the chance to show their accumulated experience over the years in our country.Thus,it will make great contributions to the social and economic development.
