在安全生产管理问题上,虽然各级政府和部门时常下文件、出狠招,但各类事故依然频发。这是因为事故是在动态过程中发生的,事故失之于细节,事故失之于人的误操作。所有事故都是管理问题,纵观各类安全事故的诱因主要有四点,即人的不安全行为(错误行为、违纪违章、身体缺陷等)、物的不安全状态(机械、设备、器具本身缺陷)、环境的不利因素(安全防护欠缺、防护不严、交通不畅等)、管理缺陷(制度松散、管理指挥失误等)。
