摘要
城市老旧厂房拓展为文化空间是当前我国城市更新,促进城市经济转型升级的重要途径,也是保持城市文脉,引领城市生活风尚的有效手段。但是,在改造过程中还缺乏一系列相应的土地、审批、运营、管理等政策配套,致使很多改造项目很难推进,或者由于缺乏相应规范审批手续,留下诸多隐患。应顺应城市产业转型升级需要,完善认定标准、用地规范、审批配套、动态管理,鼓励老旧厂房积极拓展为文化空间。
The expansion of urban old factory buildings into cultural space is an important way to promote urban economic transformation and upgrading,and an effective means to maintain urban context and lead urban life fashion.However,at present,a series of corresponding land policies,examination and approval system,operation and management policies,etc.are still lacking in the process of reconstruction,which makes it difficult to promote many reconstruction projects or lacks corresponding standard examination and approval procedures,leaving many hidden dangers.In order to meet the needs of urban industrial transformation and upgrading,we should improve the identification standards,land use standards,examination and approval facilities,and dynamic management.
