摘要
本文以文化旅游业为典型行业对新常态下江苏新兴文化产业的政策有效性、影响因素及其提升路径之间的逻辑关系加以研究。结果表明:新常态下江苏新兴文化产业的政策有效性应从政策认同度、政策主体能力和政策对象能力等方面对其政策执行度加以评估;在此基础上,政府、市场、社会、企业和行业组织等相关影响要素的干预强度体现为:政府>市场>社会=企业>行业组织。最终,新常态下提升江苏新兴文化产业政策有效性的相关路径主要包括以下维度:创新驱动战略、政策有效性执行准则、产业链布局、目标指向和适当市场化布局等。
This paper studies the logical relationship between the policy effectiveness, the influencing factors and the improvement path of the emerging cultural industry in Jiangsu province under the new normal with cultural tourism as a typical industry. The results show that the policy effectiveness of emerging cultural industries in Jiangsu under the new normal should be evaluated from the aspects of policy recognition,policy main body ability and policy object ability.On this basis, the intensity of interventions such as organizations and related impact factors is reflected in: Government > Market>Society = Enterprise>Industry Organization. In the end, the relevant path to enhance the effectiveness of cultural industry policies in Jiangsu province under the new normal includes the following dimensions: innovation-driven strategy, policy effectiveness implementation guidelines, industry chain layout, target orientation, and appropriate market-oriented layout.
