公共文化服务供给、文化消费能力与文化消费区域差异——基于省际异质性的政策选择

Differences in Public Cultural Service Supply, Cultural Consumption Ability and Cultural Consumption Region——Policy Choice Based on Interprovincial Heterogeneity

通过引入非动态面板门限回归模型,以人均受教育年限为居民文化消费能力的代理变量,检验了在居民文化消费能力存在异质性影响下,公共文化服务供给对居民的文化消费水平产生的非线性效应的存在性和作用条件。当人均受教育年限低于7年时,政府的公共文化服务对居民文化消费表现为替代作用;当人均受教育年限跨越7年门限但是不到9年门限时,政府的公共文化服务对居民文化消费表现为正向推动作用;当人均受教育年限超过9年时,公共文化服务对居民文化消费表现为促进作用。同时,根据模型设定的文化消费能力门限值,全国30个省份可以划分为引领型文化消费区、追赶型文化消费区、发展型文化消费区、滞后型文化消费区四个区域,不同的区域应有针对性的政策建议。

By introducing the non-dynamic panel threshold regression model and taking per capita education period as the proxy variable of residents’cultural consumption ability,this paper tests the existence and action conditions of the non-linear effects of public cultural service supply on residents’cultural consumption level under the influences of heterogeneity on residents’cultural consumption ability.When the per capita education period is less than 7 years,the government’s public cultural service will substitute residents’cultural consumption;and when the per capita education period is more than the threshold of 7 years and less than the threshold of 9 years,the government’s public cultural services will positively promote residents’cultural consumption.When the per capita education period is more than 9 years,the public cultural service will still more promote residents’cultural consumption.Meanwhile,according to the threshold values of cultural consumption ability set up based on the model,this paper divides the 30 provinces nationwide into four areas,namely leading cultural consumption area,pursuant cultural consumption area,developing cultural consumption area,and lagging cultural consumption area,and brings forward pertinent policy suggestions aiming at different areas.
