摘要
面对百年未有之大变局,中国政治传播必须服务于实现中华民族伟大复兴这个中华民族近代以来最伟大梦想,服务于推动构建人类命运共同体这个越来越得到世界各国认同的愿景,服务于'一带一路'建设这个体现我国国际影响力、感召力、塑造力的倡议。因而,研究政治传播策略必须基于战略思维。战略思维要求一个人或一个组织的思维要具有六个要素:战略思维高度、战略思维框架、战略权衡能力、战略想象力、战略预见能力和战略实现能力。传播形态、传播方式的剧烈变化以及国家间的竞争和博弈促使政治传播研究要从'术'的层面深入到'道'的层面。传播之道,基于谋'势'。政治传播策略研究必须体现新的高度、新的境界、新的路径:以战略思维经营当下谋划未来;基于谋'势'研究政治传播策略和方法;以百年眼光理解现实事件,研究舆论博弈。基于战略思维,政治传播策略的研究必须有跨越历史的眼光,从而得出对实现中华民族伟大复兴最为有益的传播策略。
In the face of'Great Change Unseen in a Century',China’s political communication must serve the realization of the Chinese dream of national rejuvenation,the greatest dream of the Chinese nation since modern times,serve to promote the building of a community with a shared future for mankind,which is increasingly recognized by all countries in the world,and serves The Belt and Road Initiative,an initiative that reflects China’s international influence,appeal and shaping.Therefore,the study of political communication strategies must be based on strategic thinking.Strategic thinking requires a person or an organization’s thinking to have six elements:strategic thinking height,strategic thinking framework,strategic trade-off ability,strategic imagination,strategic foresight ability and strategic realization ability.The dramatic changes in the form and mode of communication and the competition and game between countries have prompted the study of political communication to go from the level of'surgery'to the level of'Tao'.The way of communication should be based on the'potential'.The study of political communication strategy must reflect new heights,new realms and new paths——to manage the present and to plan the future with strategic thinking;to study political communication strategies and methods based on the'potential';to understand the real events and the public opinion game in a hundred years perspective.Based on strategic thinking,the study of political communication strategies must have a historical perspective in order to make the most beneficial communication strategy for realizing the Chinese dream of national rejuvenation.
