中国和汤加旅游业合作需求的探索性研究

An Exploratory Study of the Cooperation Demands of the Sino-Tongan Tourism

中国和南太平洋岛国汤加于1998年建立正式外交关系。尽管双边关系发展势头良好,但两国地理位置相距遥远,人员往来较少。本文基于相互需求理论对中汤旅游业合作需求进行探索性研究,具体分析主要利益相关方(即中国政府、中国游客、中国企业以及汤加政府)在合作中的需求及需求互补性,并对中国私营企业振乾坤集团正在开发的'汤加旅游经济区项目'进行案例分析。研究发现,中汤多方需求具有高度互补性,形成了'相互需求'局面。中汤旅游业合作有助于加强中国政府与汤加的双边关系,维护中国在南太平洋地区的利益,能够为广大中国游客提供新的海岛游目的地选择,并为中国企业提供'走出去'的投资平台;此外,汤加政府也能够借此引入中国资本,促进汤加旅游业和社会经济的发展。本文还对中国企业赴汤加如何规避风险,进行旅游投资提出了建议。

China and Tonga Kingdom in the South Pacific formally established the diplomatic relations in 1998.Although the bilateral tieshave developed well,the people-to-people exchanges have been far and few.The study adopts the Theory of Reciprocal Demand to investigate the cooperation demands of the Sino-Tongan tourism,by focusing on the different demands and demand complementarity of the main stakeholders in the cooperation(i.e.the Chinese government,Chinese tourists,Chinese enterprises and the Tongan government).Moreover,the research studies the case of the Tonga Tourism Economic Zone Program,which was initiated by a private Chinese enterprise.It is found that the multiple-players in the cooperation demonstrate a high level of demand complementarity.The cooperation will boost the bilateral relations and protect China’s interests in the South Pacific,offer a new option of island destinations to a growing number of outbound Chinese tourists,provide new investment opportunities for Chinese enterprises to"go out",and also enable the Tongan government to attract more Chinese FDI.Finally,the study provides some suggestions for the Chinese enterprises which intend to invest in Tonga’s tourism industry.
