The paper analyzes a particular case from the view of law,and thinks about many questions in the process of administrative enforcement,and explains the necessity to enforce administration depending on laws and the importance of law-based administration,which involved how to avoid improper verdict to the right of freedom of internet speech in the process of administrative enforcement,reform of system of petition letter,improvement of the right of administrative enforcement,almsgiving,and the building-up service spirit of administrative law-based,as well as limitation of anomie of the right of administrative enforcement.
