摘要
国家权力和社会权力之间存在着既对立又统一的关系,一方面,社会权力是国家权力的基础,国家权力是社会权力的保障;另一方面,社会权力与国家权力又存在一定的冲突和制衡关系;两者相互依存、相辅相成,基于国家权力与社会权力这种对立又统一的关系,发展和谐社会就要求国家权力向社会权力做适当的让渡,以"社会权力制约国家权力",从而更加有效地保障人民的切身利益。
State power and social power that exists between both antagonistic and unified relationship,on the one hand,social power is the basis of state power,state power is the power of social protection;the other hand,social power and state power and there are some conflicts and checks and balances;the two are interdependent and mutually reinforcing,based on state power and social power that a unified opposition,the relationship between the development of a harmonious society requires the state power authority to make the appropriate social alienation,a "social power constraints of state power",which more effective in protecting people’s vital interests.
