城市化进程不同阶段的地区加快推进城乡一体化政策工具选择

The areas of different stages of the process of urbanization accelerate the urban-rural integration of policy instruments

本文在我国城乡一体化建设的背景下,针对城市化进程不同阶段的地区加快推进城乡一体化,提出了不同的政策工具选择。城市化初级阶段的地区主要采取城乡统一的制度安排:户籍管理、市场体系、公共服务、社会保障、土地经营、公共财政;城市化中级阶段的地区除要求城乡统一性制度安排外,还必须保证连接城乡的基础设施建设:交通基础设施、信息通信服务设施;而城市化高级阶段的地区要求实行城乡统一的制度安排、连接城乡的基础设施和针对农村地区的干预性措施:特色产业、居住方式、文化方式;文章最后给出了统一性制度安排、连接性基础设施和针对性干预措施如何和谐应用。

This paper proposed we should take different countermeasures accelerating the urban-rural integration in different areas of different stages of the urbanization under the big circumstance of the urban-rural integration construction. The areas at the initial stage of urbanization have mainly taken a unified institutional arrangement, such as, household registration management, market system, public service, social security, land management, public finance. The areas at the intermediate stage of urbanization in addition to asking the unity of the institutional arrangements, but also must ensure that the infrastructure to connect rural and urban areas, such as, transport infrastructure, information and communication services and facilities.The areas at the advanced stage of urbanization required to implement a unified institutional arrangements and the infrastructure to connect rural and urban areas and targeted interventions in rural areas, such as, featured industry, mode of living, cultural approach. Finally, the harmony application of the above measures in different stages of the urbanization was also included in this paper.
