基于居民满意度的城市社区治理效度研究——以武汉市L社区为例

Urban Community Governance Evaluation Based on the Residents' Satisfaction——A Case Study of L Community in Wuhan

社区治理是现代国家治理体系的重要组成部分,建设居民满意的社区是社区治理的根本目的。本文通过实地调研,以社区治理的根本目标,即居民满意度为出发点,利用五分量表法和满意度综合评价方法对武汉市L社区的治理效度进行测评,发现L社区的治理成效虽然得到了居民的基本认可,但是总体治理水平偏低。由于治理主体单一、社区治理开放性较低、回应性不足等原因,L社区的基础设施维护、养老服务供给和基层民主建设仍然难以让居民满意。L社区在社区治理中应该要充分发挥多元主体的作用,更加重视社区治理的开放性和回应性,提高居民对社区治理成效的满意度。

Community governance is an indispensable part of modern state governance system, the fundamental goal of which is to improve the residents' satisfaction. Based on this understanding of community governance, the paper adopts five- point Likert scale and a comprehensive method to evaluate the governance validity of L Community in Wuhan through field investigation of the residents' satisfaction. The research has found that the overall governance still leaves much to improve though the residents in L Community show some satisfaction with the current community governance. Because of the single governance subject, inadequate openness and responsiveness of the community governance, the residents of L Community were little satisfied with community infrastructure maintenance, pension service supply and the construction of grass- roots democracy. To improve the governance effect of L Community, the relevant departments should give full play to the roles of the multiple subjects, and improve the openness and responsiveness of community governance.
