社区是社会构成的基本单元,是社会治理和公共服务的重要场域。加强社区建设是转型期实现有效社会治理的迫切需要,是推进社会治理体制创新的基础路径。青岛市市北区通过一系列举措加强社区建设,有效带动和推进了社会治理体制创新,对基层治理体制改革和社区建设具有借鉴意义。

Communities, as the elementary unit of society components, are the important fields of social governance and public service. To enhance the development of the community is the urgent need to realize the effective social governance in transformation period of China, and also the basic approach to drive the innovation of social governance system. The northern Qiangdao has effectively brought along and pushed forward this innovation through a series of measures to enhance the community development. So it has reference for the grass-root governance reform and community development.
