价值导向与贫困治理:新发展理念视域下的少数民族地区精准脱贫路径

Value Orientation and Poverty Governance:the Path of Poverty Alleviation in Minority Areas from the Perspective of the New Development Concept

新发展理念是我国"十三五"期间经济社会发展战略的指导理念,少数民族地区脱贫攻坚战进程需要全面贯彻新发展理念的价值导向。从创新、协调、绿色、开放、共享五大发展理念与少数民族地区精准扶贫的实践契合等方面概括了新发展理念下的少数民族精准扶贫实践内涵,其主要包括以创新理念创新精准扶贫模式、以协调理念整合精准扶贫资源、以绿色理念加大生态精准扶贫、以开放理念拓展精准扶贫合作平台、以共享理念推进精准扶贫成果惠民,并在此基础上进一步分析了少数民族地区的精准脱贫难点,认为:立足少数民族地区的特殊区位优势,充分挖掘整合少数民族特色资源,打造民族地区的精准扶贫合作产业链,实现精准扶贫模式的多元化发展,是少数民族地区精准脱贫的有效路径。

New development concepts are the development strategy of China's'13th Five-Year Plan'period of economic society,the process of poverty alleviation in minority areas need to implement fully the value orientation of new development concepts.Based on the five concepts of major development of innovation,coordination,green,opening up,sharing,and fitting in the precision poverty alleviation practice of minority areas,this paper summarizes the concept of the new development concept of the minority precision poverty practice which contains the precision poverty alleviation model,integrating precision resources for poverty alleviation,implementing ecological precision poverty alleviation,expanding precision poverty cooperation platform,enjoying the results of precision poverty alleviation.It analyzes the difficulty of precise poverty alleviation in minority areas,and shows that based on the special location advantages of minority areas,and the integration of resources of minorities,the effective way of achieving the target of precise poverty alleviation in minority areas is creating the industry chain in minority areas and enriching the methods of poverty alleviation.
