党的十六大提出要重视生态文明建设,党的十七大提出建设生态文明的要求,党的十八大首次单篇论述"生态文明",也是第一次提出"推进绿色发展、循环发展、低碳发展""建设美丽中国"的目标。这充分体现了中国共产党执政理念的继承与飞跃,以及建设美丽中国伟大实践的接力与创新。
