中小企业在市场竞争中,为加强与特定产业领域的企业合作与交流,逐渐形成一种以商务为基础存在的地理群居现象,即产业集群。在资源短缺,环境污染严重的今天,能够在有限的空间内吸引和获得更多资源的发展模式,产业集群发展是市场的选择,也是经济发展的必由之路。然而,过快发展经济忽视了对水资源的保护和水污染的治理,威胁着产业集群的生存和发展。基于此,将产业集群背景下的水污染治理的法律对策作为研究对象,通过对产业集群现象的阐述,探讨产业集群下水污染治理的法律问题并提出完善建议。

In market economy competition,in order to strengthen the cooperation with enterprises for specific areas of business and communication,they gradually formed a kind of phenomenon called geographical living in groups based on business,which is Industrial Cluster.In today’s heavily polluted environment,to attract and gain more mode of resource development within limited room,industrial cluster development is not only a choice of market,but also an inevitable path of economical development.However,rapid economic development and ignorance of governance on water pollution will also accelerate the demise of the industry cluster itself.Based on this,the thesis will take legal countermeasure of water pollution control on the industrial cluster occasion as the research object and focus in the hope that study and discusses legal institutions of industrial wastewater control.
